文／陳韋綸（苦勞網特約編輯）​加薩政府媒體辦公室表示，停火協議生效後的十天以內，以色列已至少違反協議80次，殺害了97人，並有230多人受傷。該辦公室指出：「違規行為包括直接射擊直接涉及平民、蓄意炮擊、空襲以及逮捕平民。」該辦公室認為，這些行徑反映以色列企圖破壞協議，並恢復對加薩的種族滅絕侵略。​10月9日，美國總統川普宣布，以色列及哈瑪斯簽署結束加薩戰爭協議的第一階段。協議重點包括：雙方停火，以色列方面解除封鎖並讓援助進入加薩、釋放2,000名巴勒斯坦囚犯、分階段撤出加薩，哈瑪斯則釋放所有俘虜（無論生死）、退出加薩治理並解除武裝。哈瑪斯同意釋放俘虜，並表示加薩治理將交由「獨立的巴勒斯坦政府」，其餘事項則應在「巴勒斯坦民族框架內解決」；哈瑪斯強調自己亦為其中一員，並將參與其中。​然而僅在5天之後（10/14），以色列無人機在加薩北部的加薩市發動攻擊，殺害5名返家檢查屋況的巴勒斯坦人民。3天後（10/17），以色列發起自簽署停火協議以來死傷最慘重的襲擊：以色列軍方在加薩北部攻擊了一輛汽車，殺害同一家族的11成員，其中包括7名兒童。以軍宣稱該車輛「跨越了分界線」，進入以軍駐守區域，然而該條「分界線」根本沒有明確標示，該家庭極可能在毫不知情的情況下「越線」遭襲。​此外，以色列亦未依協議恢復援助水準。根據協議，進入加薩的人道救援物資應回復至先前每日 600 輛卡車的水平，但以色列單方面削減一半至每日僅 300 輛，並表示將不會開放「拉法過境點」這個與埃及接壤的重要援助通道。​加薩政府媒體辦公室表示，實際情形是：自停火協議生效後，至今僅有986輛卡車進入加薩，平均每日不足89輛，不僅遠遠不及原承諾的每日600輛，更無法滿足加薩人民的基本需求。該辦公室怒斥以色列利用援助實施「人道主義勒索」，持續「扼殺並使巴勒斯坦人民挨餓」。
